Next, you come to the Ocean Viewing Platform, with fine views of the vast Pacific Ocean. The Great Roc Hill is also here as well, along with Duolou Guanyin standing on top of the mountain, observing all sentient beings with compassion as deep as the ocean. Gazing out into the great expanse of water and sky, humans appear trivial and insignificant, but the mind opens up. The rapidly changing weather here reminds us of impermanence and illusion and helps us understand what Master Hsin Tao means when he says: "Some waves are high, while others are low, but the water remains the same; in life there is sorrow and happiness, but the mind remains the same."

From the Ocean Viewing Platform, the mountain looks like a reclining Buddha with the white dome in the distance as one of the ears. The dome marks the location of the Guanyin Retreat Center. Due to its auspicious nature, Master Hsin Tao chose this location as initiation into the path of Chan Buddhism.

As a Chan Master, Master Hsin Tao built meditation sites where people can meditate and rest wherever they wish. Much like monks during the time of the Buddha, the Master recognized the benefits of living and practicing close to nature. Thus, Master Hsin Tao decided to launch the projects of "Outdoor Meditation Hall," and "Life Peace University" in the mountain in order to immerse people in such tranquil space. Here, within the primal forest of serenity, the environment brings us back to Buddha's time: Disciples listened to Buddha's teachings within nature, and practiced in the natural site of monastic tranquility. Surrounded by a lush forest amongst the misty clouds, they performed both sitting and walking meditation. Discerning all the delusions of worldly life, they got connected with all sentient beings of the world.
